Heather Pelham has served in the role of Commissioner for the Department of Tourism and Marketing since 2019, leading the team responsible for promoting Vermont as a global travel and relocation destination, welcoming on average over 13 million visitors each year to the state and supporting an industry that brings in over $3 billion in annual economic impact. Prior to this role Pelham served as the Chief Marketing Officer for the State of Vermont for four years and continues to consult on communications strategy and marketing initiatives across the Vermont state government enterprise. Before joining state government, Pelham was the managing partner of a central Vermont advertising and design firm for 15 years and has over 25 years of experience in creative strategy, brand management and integrated marketing campaigns.

The majority of her career was spent as the Executive Director of the Greater Bangor Convention & Visitors Bureau. Destinations International's recently released research study, Destination Promotion: A Catalyst for Community Vitality explores the net societal benefits of tourism and those in the community who help promote it like a destination organization. This study helps quantify the often-overlooked benefits of tourism that contribute towards community vitality such as enriching and sustaining quality of life, attracting and retaining talent, cultivating culture and community, supporting public services and growing the whole economy.

About the Presenter: 
  • Introduced to the world of destination organizations by a random internship application to Visit Baltimore, Andreas Weissenborn began an unexpected career into hospitality that left him with a continued passion towards the tourism industry.  Weissenborn spent just short of 11 years with Visit Baltimore helping with its Research, Technology, and Information Systems across the organization. In 2017, he joined the Association on behalf of a Destinations International Foundation initiative to be a dedicated research source for Destinations International.  As part of his responsibilities, include supporting our core advocacy and research initiatives such as the community shared value, the tourism lexicon, the event impact calculator, and various reporting platforms, and our belief of destination promotion being a common good for the greater good.​​

Vermont's outdoor recreation sector continues to drive local economies and the state's reputation as second in the nation for contributions to state GDP. With that growth comes opportunities for outdoor professionals and 77% of businesses recently reported that they plan to hire in the next 12 months. This workshop will present the content of a new Outdoor Careers Guide that describes messaging that markets the industry as holding promising career pathways for Vermonters and those attracted to the state. Panelists will share how: Corporate innovation and climate resiliency are attracting and retaining new workers and those seeking advancement; A focus on professional development in technical occupations in bike, ski, and trail is shoring up capacity and economic infrastructure in Vermont's rural and urban outdoor destinations; and, Partnerships with diversity recreation organizations are advancing equity in the workplace and leading to positive social impact outside.

About the Presenters: 
  • Brian Lamoureux (He/Him) currently serves as VOBA's Outdoor Careers and Business Development Manager through his consultancy Green Mountain Sustainability Consulting, LLC. He is a 2024 graduate of the Sustainable Innovation MBA program at the University of Vermont and received his B.S. Outdoor Education, Leadership, and Tourism in 2020 from Vermont State University-Lyndon. Over the last decade, Brian has worked seasonally as a caretaker for the Green Mountain Club, a snowmaker for Jay Peak and Big Sky Resort, an oyster and vegetable farmer, in watershed conservation with Northwoods Stewardship Center, and on passion projects involving education, workforce development, and natural textile market development. He also volunteers on the board of the Passumpsic Valley Land Trust in the NEK where he loves to canoe.

The Vermont Department of Tourism and Marketing has access to more data, information, and analyses than ever before. We couldn’t be more excited to have so many new resources helping us to understand what is happening in Vermont tourism, and to share it with the industry.  But at the same time there is a reason that Commissioner Pelham coined the phrase “getting lost in the matrix.”   Answers are not always simple and often require context and triangulation of different sources of data.  This session is about what the VDTM matrix looks like, answers to common questions, and how we share the data with our industry partners and the public.

  1. How many tourists come to Vermont each year? 
  2. How much do visitors spend in Vermont?   
  3. What is the broader economic impact of tourism to Vermont?  
  4. What do we know about the Vermont visitor?

About the presenter:
  • Maureen McCracken is the Director of Marketing Strategy and Research at the State of Vermont Department of Tourism and Marketing.  A veteran marketer with a penchant for putting more things than most people think possible into an excel spreadsheet, Maureen is relatively new to the tourism space.  She joined the state of Vermont in 2022 and is happy to be able to focus on bringing data and research to support the work of the department.  Maureen has a B.A. from Brown University and M.B.A. from the Haas School of Business at the University of California Berkeley.

More than ADA Approved: Becoming a Destination for Tourists with Disabilities
Dr. Kendra LaRoche, Special Needs Support Center

Brands that take disability inclusion seriously will be the real winners of the future of tourism. Last year companies who leveraged their disability DEI to benchmark their inclusion efforts achieved 1.6 times more revenue, 2.6 times more net income, and 2 times more economic profit. Globally, the disability market is 15% of the population with a disposable income of more than $8 trillion.     Learn more about how to become a destination for tourists with disabilities with concrete steps to take to take disability inclusion seriously. Additionally, walk away with examples of how to market your disability-inclusive brand with exemplary marketing tools. Finally, learn how the Enable the Upper Valley campaign partners with local businesses to market disability inclusion together, producing tools for tourism companies to bring disability-targeted tourism to the area.

We will explore national trends in tourism funding, focusing on how New England compares to the broader U.S. We’ll examine the unique challenges and opportunities in the region, specifically the growing role of Tourism Improvement Districts (TIDs) as a sustainable funding source. Join the conversation on how TIDs are being implemented across New England and engage in an educational Q&A to address their questions.   We will also dive into case studies from destinations that have successfully included short-term rentals in their funding models, offering practical examples of diversified revenue strategies for long-term sustainability.

  • Tiffany Gallagher serves as the Vice President of Operations for Civitas, a consulting firm specializing in funding mechanisms for the tourism industry, which offers expertise and services from the perspectives of both the DMO and the lodging industry, as well as lawmakers and local governments. Her twenty-five years of experience in the tourism industry have made her an asset in leading groundbreaking TID state legislation wins in Minnesota, Virginia, Illinois, and Rhode Island. Ms. Gallagher has assisted TID formation for landmark districts such as Florence, Mobile, and Montgomery, AL, as well as many TIDs that are the first in the state, such as Richmond, VA Regional TID, Louisville, KY, and Boston, MA. She is a mom of two and enjoys off-road bike racing in her spare time.
